Confirm a key works, and report the account, scopes and budget it carries.

The first call a partner makes, and the one to reach for when an integration is failing and it is not yet clear whether the credential or the request is at fault. Scoped to usage:read rather than left unscoped so that a deliberately narrow key cannot be used to enumerate what it is attached to.
